Vote for Public Services?

This is from the Open Public Services white paper:


Read the whole paragraph.
"We want to open up existing provision to competition from new providers with different ways of doing things. ...  in other areas it will mean people competing against one another through the democratic process to gain citizens’ votes."  
Doesn't the highlighted sentence describe the process of electing councillors and MPs? In which case, why is it in a paragraph about the provision of public services? Was this a cut 'n' paste error? Or does it mean that we will vote for who provides the public services in an area?

  1. What is vitally important and closely related, is that patients will be competing with eachother for care. Someone younger and fitter will be elbowing your granny out of the way to get their hip replaced at the best hospital, which just happens to be your local hospital and granny, because she's high risk, will be offered a'quick-fit' in the car-park at Tescos so long as she signs a disclaimer first.

  2. Frankly, the way the NHS works today, the quick-fix in the car park might be the better option.
